LEADERSHIP

Led by the File Hills Qu’Appelle Assembly of Nations, the File Hills Qu’Appelle Tribal Council (FHQTC) delivers programs and services to and develops opportunities on behalf of 11 Member First Nations in Treaty Four territory, Saskatchewan.

Decisions are made by the Chiefs Forum, which includes the 11 elected Chiefs of each Member Nation, and the FHQTC  Tribal Chief. While the majority vote is required to achieve decisions, the organization strives for consensus. Elders (Life Speakers), Medicine People, Youth and Women’s Councils play an essential advisory role.

FHQTC’s governance model is based on a nation-building model blends principles of the Centre for First Nations Governance (CFNG) and the Harvard Project on American Indian Economic Development (HPAIED). The CFNG model is built around five pillars: People, Land, Laws & Jurisdiction, Governing Systems, and Resources. The HPAIED is centred around sovereignty, institutions, culture, and leadership as key to social and economic development.
